Paradiplomacy: Can India learn from Macau and China?

Owing to the growing engagements that India has with countries around the world, a discussion on the importance of paradiplomacy forms not just a quintessential part of the country’s foreign policy analysis but also makes space for a subsequent and crucial shift in India’s strategies in conducting international relations. As opposed to conventional diplomatic relations, which fall under the exclusive domain of sovereign nation states exercised by central governments, paradiplomacy, a ‘neologism’ makes space for ‘external relations’ of sub-national or federal units which might indulge themselves in international activism in order to promote their own interests. While, broadly, the aims of subnational diplomatic interactions have been to outsource business on account of good governance and to attract investments at a regional level, the advantages of paradiplomacy are many when one speaks of the Indian turf.

Though not Prime Minister Modi’s brainchild in terms of its inception, the concept of ‘constituent diplomacy’ certainly appeals and gains importance in the context of India, which has a highly centralised foreign policy. Never less than incisive in his choice of actions, PM Modi articulated and espoused a greater role for states in boosting India’s economic growth even before assuming office at the Centre. Having competently tested and executed his vision of such decentralisation in Gujarat even within the constraints of the Indian foreign policy scene, Modi indicated a paradigm shift in India’s foreign policy making by appreciating the consequential role that States can and will play in the conduct of diplomacy.

BRICS sees rekindling of India-Russia romance

Though India made it a point to focus on terrorism and managed to underscore “the need for close coordination on tracking sources of terrorist financing and target the hardware of terrorism, including weapons’ supplies, ammunition, equipment and training,” it could not convince China to change its stance on Masood Azhar, leader of the Pakistan-based militant group Jaish-e-Mohammed.

The group has been blamed for attacks on Indian soil in the past, including the 2001 parliament attack in Delhi that took the nuclear-armed rivals to the brink of war.

China courts Bangladesh with big-ticket deals

China looks set to raise the bar for its ties with Bangladesh by announcing deals and loans worth billions of dollars during Chinese President Xi Jinping’s official visit to Dhaka on October 14. Bangladeshi officials are expecting at least &20 billion package of investment and aid during President Xi’s visit.

The two countries are also expected to sign a Memorandum of Understanding (MoU) on strengthening investment and production capacity. In an issue of concern to India, Mr Xi is also set to launch a charm offensive to win Dhaka’s support for his per project of trans-regional connectivity, ‘One Belt One Road’(OBOR).

Isolated by India, Pakistan plays with ‘bigger SAARC’ idea

In the wake of the Uri terror strike, India announced its decision not to participate in the SAARC summit which was supposed to be held in Pakistan in November this year. All other SAARC nations followed suit, and decided to boycott the summit. Distressed by this marginalisation and mainly due to India’s increasing influence in the SAARC, Pakistan is now playing with the idea of a greater SAARC. According to a recent report in the Dawn newspaper, Pakistan is looking at the possibility of a “bigger SAARC” to check India’s increasing dominance in the eight-member forum.

According to the report, “Pakistan has pitched the idea of a greater South Asian economic alliance, one that includes China, Iran, and some neighboring Central Asian countries”. A parliamentary delegation from Pakistan during its five-day visit to Washington last week pitched this idea, the report said. “A greater South Asia is already emerging,” Senator Mushahid Hussain Syed was quoted as saying in one of his interactions with the media. “This greater South Asia includes China,Iran, and the neighboring Central Asian republics,” he said. He described the China-Pakistan Economic Corridor as the key economic route linking South Asia with Central Asia.

China’s Growing Influence in the Caribbean

In June 2013, during the visit of Chinese President Xi Jinping to Trinidad and Tobago, the then Prime Minister of the Caribbean nation, Kamla Persad-Bissessar, in a fawning speech, had lauded President Xi’s vision saying, “We see in your China Dream a splendid opportunity for China to become a model for the world.”1 Like a royalty holding court, President Xi thereafter hosted the leaders of Antigua and Barbuda, Barbados, the Bahamas, Dominica, Grenada, Guyana, Suriname and Jamaica in Port of Spain, capital of Trinidad and Tobago, where he announced soft loans and investments worth US$ 3 billion as well as grants of up to $8 million for the region.2 President Xi’s visit was an effective and a graphic demonstration of China’s growing influence and outreach in the English-speaking Caribbean region, coming at a time when the United States (US) had been somewhat less forthcoming with financial grants for the region.
